2. Elementary information of Chinese care and rehabilitation industry
[1]. Current situation of the disabled in China
According to the data revealed in 2006 by Chinese government, there are over 82.96 million
disabled people in China, counting for 20% of the world’s disabled population.
The proportions of different types of disabilities in China are as follows:
Hearing disability 20.04 million
Mental retardation 5.54 million
Physical challenged 24.12 million
Visual disability 12.33 million
Speech disability 1.27 million
Intellectual disability 6.14 million
Multiple disability 13.52million
Of these 82.96 million disabled people, 60% need nursing-care and rehabilitation service;
90% have no assistive facilities; 80% have jobs; 5% of them have high annual salary. There are
700 different kinds of assistive devices in China, while the number in developed countries
is 11,000. Of the 700 assistive devices in China, 300 have national standards and 400 do not.
Currently China has 20,000 rehabilitation centers, and they are not well equipped. Chinese
government give preferential policies for the disabled and the import of the assistive devices.
[2]. Current situation of the ageing in China
By the data from the Chinese government at the end of December, 2006, making up 11% of
Chinese total population, 20% of the world’s ageing population. The elderly population of
China has a 3% growth rate annually. It is estimated that by the year 2051, the elderly
population in China would be around 450 million, three times as big as that in 2006.
In 2006, the market needs for elderly people’s aids and appliances is 700 billion RMB (about
90 billion USD). However, only 100 billion RMB needs was satisfied. The unsatisfied market
needs was as much as 600 billion RMB. According to the white paper, as many as 7 million
elderly people in the urban areas are in need of nursing house, while the number of nursing
house in China is 36000 and the total capacity is 1.68 million. Thus, there is a shortage of about
5.32 million beds at nursing houses. In the past, this industry was not open to the foreign
companies; however, things have changed since 2006.
[3]. About the allowances system for the disabled
Government offer allowances to the disabled for the daily-living aids, rehabilitation and other
assistive devices. Standard of the allowance varies from different areas and districts.
[4]. Current rehabilitation facilities in China
In total, China has 20,000 rehabilitation centers and 8553 nursing-houses, according the data
revealed by the government in 2005.
[5]. Standard of the rehabilitation devices in China
In order to insure that the disabled and the ageing people can lead a safer and more
independent
live, the government has strict supervision and management on the quality of the
rehabilitation products. Medical Devices’ Quality Supervision and Testing Center for Rehabilitation
Products directly led by China Disabled Persons’ Federation, one of the sponsors of the expo, set
the standard of the quality of those products and supervises them.
As China’s entering to the WTO, the government has attached great importance to products’
quality. Products in the market firstly have to get the certificate of the system of quality certification.
Electronic products for rehabilitation are among the list of these must-certificated products
[6]. Foreign companies in Chinese rehabilitation market
Chinese government has attached importance to the rehabilitation market since 2006. Since
then more and more foreign companies began to invest in China or find distributors in China. On
the first Care & Rehabilitation expo this May, more than 134 companies from 16 countries and
regions of the world have attended it.
[7]. Current situation of the nursing house in China
Currently according to the data from the government in 2005, there are about 8,553 nursing
houses in China. In the past, foreign investment was prohibited in this area. However, theses
nursing houses have been open to foreign investment since 2006. The nursing houses which
cost 5000 RMB every month are very popular among the ageing people in big cities such as
Beijing and Shanghai.
[8]. If you have any other questions except the above, please call the Organizing Committee at
0086-10-64466967 or email us to crexpo@crexpo.com.cn.
Other Questions
A. Rehabilitation products’ marketing channel
In China, the rehabilitation products are purchased by mainly two types of consumers: one is
the individual consumers like the disabled, the senior people or people who are physically
challenged; the other is the government (the government buy the products and distribute them to
the disabled for free). For individual buyers, they often afford the products themselves;however,
the fee varies much from his \ her social status, the reason for which he or she was disabled.
Government purchase is carried out by the government and through the system of open biding.
The products then are given out to the poor disabled who get low salary. The Chinese
government has attached great significance to the development of rehabilitation industry since
2007, the devices and products supplied by government have been transferred from "quantity"
to "quality".
In the past, most of the rehabilitation products were sold in pharmacies and of few consumers
because of the sparsity of the products. However, as more and more overseas products are
imported into China, specialty stores, as well as the agents of the rehabilitation products, become
to appear in some of the big and rich cities as the government has realized the importance of this
industry since 2006.
One of the distributing channels for rehabilitation products is from the pharmacy agents to the
specialty stores or the medicine shops; the other is from the relative government departments to
the specialty stores which are affiliated with these government departments.
B. About the counterfeit and the patent
There is no doubt that as long as a market is big and attracting enough there are sure to be
illicit businessmen who want to make huge and illegal profit from it. However, shall we give up a
promising market because we are afraid that someone may copy our products? What’s more,
people may use the counterfeit products because these products are inessential and not daily
living needs. Can you imagine a person be so irresponsible to wear fake glasses?
China has established series of laws and has made great progress in protecting intellectual
property rights in recent years. And we believe that we can do better and better in this area in the
near future. As long as we obey the laws, register the brand names and the intellectual property,
counterfeit and the violation of the intellectual property rights could be punished effectively.
C. Marketing situation and demands
For years, the market of Chinese disabled and ageing people has not been attached enough
significance that both of the government input and preferential policies are far to impel this
industry’s development, which has resulted in the present quite immature status of the industry;
currently Chinese government has realized the importance of this issue, so it has enacted many
preferential policies and increased input continuously as well. What’s more, the government has
begun to take measures to encourage the whole society to positively involve in the disabled and
ageing practice. Along with China national economy’s fast development and the disabled and
ageing population’s sharp increase, Chinese disabled and ageing people’s demand for material
culture goods has boomed. How to meet and develop this market has become an urgent task of
Chinese government. Chinese current disabled and ageing people’s products market has the
following characteristics: serious lackage of knowledge on the products and cognizing of the
brands; market supply cannot meet the demand; market purchasing power is big and demanding
for various kinds of products; overseas products are warmly welcomed and domestic products are
discriminated and are lack of technology content. Products users have to go to many places to find
suitable products, unfortunately most of the time they could not find a right one, which depresses
them a lot.
Following are the products most needed in China: the bathing facilities, daily- living aids,
power scooters, barrier-free devices, attending and rehabilitation equipments, attending beds,
rehabilitation centers and so on.
Most Chinese are willing to buy their relatives and friends the rehabilitation products; children
are willing to buy their parents the attending devices or products to show their love and respect.
Though some Chinese families may not be as rich as the ones in developed countries, this
cannot prevent them using the advanced technology devices and products.

sponsors and attracts great attention of the manufacturers and distributors in this industry. And the
Committee has maintained a close friendship with these departments and distributors. If foreign
companies want to find agents and distributors in China, no doubt that the committee would be a
best platform and choice to help them.
