The 5th National Congress of China Disabled Persons’ Federation opened in the Great Hall of the People on November 11th. Hu Jintao, Wen Jiabao, Jia Qinlin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, etc. seated on the platform and congratulated the opening of the conference. 

 The Congress opened on 9:30 a.m. Li Keqiang, Member of Politburo Standing Committee of CPC Central Committee and Vice-Premier of the State Council, delivered a congratulatory speech with the title of “To Promote the Speedy Development of the Cause of Disabled People at a New Starting Point; To Strive for Gaining the Success of Building a Well-off Society in an All-round Way”.

Li Keqiang emphasized that, the cause of disabled people in China is the cause of humanitarianism. It is an important composing part of the cause of socialism with Chinese characteristics. To impulse the development of the cause of disabled people under new circumstance is a certain requirement for promoting the development of science and an important task on boosting the harmonization of the society. To further develop the cause of disabled people, spirit of the 17th National Congress of the CPC should be followed.

Li Keqiang required the party committee and government of all level to further strengthen the guide on the task of disabled people, to list the cause of disabled people into the development program of national economy and society, to complete the policies and regulations promoting the development of the cause of disabled people, to increase the input for the development of the cause of disabled people, to exert themselves to solve the difficulties and problems occurred during life and work of the disabled, and to accelerated the development of the disabled in an all-round way.
