According to the “project regarding the construction of activity center for old people in cities of Ningxia”, the government is going to invest more than 30 million to set up 14 activity centers for old people during the 3 years from 2007 to 2009.

In Ningxia, there are only 4 cities which have activity centers for old people among 25 cities and towns. It’s far from the need. Therefore, a regulation, which protects the rights of elderly in Ningxia Hui Autonomous Region, announces that financial sector must arrange some funds from yearly welfare lottery to the industry for old people. Then, the government of autonomous region clearly announces that they must arrange 15% lottery, and demand to set up an integrated service center for old people including conservation, rehabilitation and entertainment during the eleventh five-year-plan.
