Some people said, "The 21st century is the century of the elderly," China is in particular. Recently, Deputy Director of the General Office of National Ageing Committee , Wu Yushao pointed out that China is beginning to enter the period of rapid development of population aging, the elderly population by an average annual increase of 3.11 million people, developed into an annual increase of 8 million people.
According to data from the National Population and Family Planning Commission, in 2007, China's elderly population over the age of 65 has reached 104 million, to 40 years of this century, will peak in 320 million. By then, an average of every five individuals had a 65-year-old or older.
Experts predict that “China's demographic dividend period “will close in 2033. After a rapid increase in total social dependency ratio, at 50 years of this century, it will reach more than 80%, which means that for every 10 working-age population, raising at least 8 people. Now, away from the period, there are only 24 years left.
Facing the "silvery hair wave" impact, " aging before richness " China is clearly inadequate preparation – the declining function of traditional family support and the supply shortage of social support .
How to deal with pressing challenges of aging, how to seize the opportunity to build pension service model in line with national conditions is a problem to solve urgently.
①New Model of providing for the aged-- Living in the home, and communities etc provide services
a survey of urban elderly residential patterns made by the General Office of National Ageing Committee ,showed that 90% of the elderly people are willing to self-care at home. Considering the economic and other factors, the majority of the elderly don’t want to hire nannies, and a number of "empty nest", or widowed old people need attention from communities etc. very much .
In 2000, China began a pilot example of aged-care at home, at present, most large and medium cities have varying degrees to carry out such work.
②supply and demand of aged-care at home service is out of joint
The degree of market recognition about aged-care home service is not high, and professional person are in pressing demand.
③the layout of Aged caring institutions does not match the people's needs.
④the shortage of old-age pension
its policies are incomplete and its consumption concept is out of date. |
