China's latest policy on disabled persons
The cost of Care and rehabilitation will be included in the State Compensation

It was yesterday that the draft amendment to the State Compensation Law started to be considered. The calculation of the national compensation standard was refined furtherly. This time nursing care, and rehabilitation fees were included in the scope.
The draft stipulates that the medical expenses, nursing care, as well as compensation for their loss in revenue due to loss of working time, should be paid for, as long as body harm caused.
Meanwhile ,the draft stipulates specific provisions of compensation for the cases some or all of the loss of working ability caused. It requires that increasing necessary expenditures and the necessary cost to continue treatment as well as disability compensation, which resulted from disabilities , should be paid for,such as medical expense, nursing care ,cost of living self-help devices, rehabilation and etc.
To build a barrier-free house for disabled people

reporter recently learned from Beijing disabled persons’ federation that till next year it will be about 30000 disabled persons to enjoy the convenience of the barrier-free house.
Currently there are 999,000 people with disabilities in Beijing, and some disabled persons with mobility difficulties , and even have difficulties in everyday life, such as taking a bath, toilet, cooking, indoor activities and etc. Meanwhile, due to the economic difficulties ,they are unable to reconstruct the house environment, and improve the conditions of daily life. From 2006, beijing municipal government provides 4,000 yuan per household to disabled persons whose house needs to be reconstructed to barrier free.
After repeated publicity and promotion, in 2006 and 2007, some a small-scale pilots were carried out in Xicheng, Fangshan and other districts and counties in Beijing.
In 2008, taking the opportunity of Beijing Olympic Games, Beijing municipal government appropriate more than 2000 million from disability employment guarantee fund to start a large-scale reconstruction of the barrier-free house for disabled persons’ family.
This year, Beijing disabled persons’ federation will reconstruct 12860 disabled persons’ house and in 2010, will continue to reconstruct 10000 disabled persons’ family. Wang Jingkui, deputy director of Beijing disabled persons federation, said: "We can do meet current requirement of concenpt of 'barrier free'. With the development of society, the needs of disbled persons are also constantly changing to improve, reform must also be constantly accessible and extended."
Endowment Insurance for Disabled people will be implemented in Beijing

In Oct,22nd, Beijing Municiple put out the notice of Beijing disabled people enjoying endowment insurance. Before, endowment insurance is not for disabled people in Beijing who worked not for administrative institutions, but after the notice the whole disabled people in China will have endowment insurance.
It’s said by Director Wang Guofeng from Beijing Disabled Persons Federation employment obtaining department that 104,000 disabled people in in Beijing will be benefit by this new policy and over 40,000 heavy disabled people will enjoy endowment free.
Beijing government will Pay 71.25million allowances to Beijing disabled people’s endowment and 43.1 million to heavy disabled people. |
